At the same time, many organisations are complaining that they cannot find qualified people to fill vacancies. How do you explain the apparent contradiction.

The complaints about not being able to find qualified people usually mean "not being to find qualified people at the salaries they want to pay". Not the same thing.

Otherwise, those that are downsized might not have the skills for the open jobs, or might not live where the new jobs are, or might have different salary requirements than the new jobs offer.

Also, note to Julie above, in the UK, Canada, Australia, New Zealand, and elsewhere outside the US, "organisation" is correctly spelled with an "s".

Organizations, with a z. Next, there is no contradiction. The workforce is changing. Factory jobs are no longer the backbone of employment. Technology is rapidly changing the job force. One must now be educated and ready to think, act, and perform as never before. The downsizing is a result of a leaner, more intelligent workforce. We must move ahead to keep up.

There are various factors contributing to down sizing:
Lack of resources
manpower
Cost
Technology
Demand
Politics
Conflict
Export and Import
War and etc.
for example if down sizing took place due to technology more technical people are needed to catchup with new tech.
