Is the "cap and trade" model the best way to reduce carbon emissions? Will Schwarzenegger's model work?

The market based "cap and trade" method (just signed into law by the Republican governor of California, Arnold Schwarzenegger) is a method that rewards innovation and has been proven effective when used to reduce other pollutants (like sulfur dioxide).

Is there a better way to address the problem? Will the California method work without participation from other states? How should personal carbon production (cars) be addressed?

Its a step in the right direction...At least this republicans sees the need for this legislation

California is already suffering horribly due to driving businesses elsewhere. This, along with the massive influx of illegal immigrants, will only drive California deeper into the red.

The Bush Administration is pushing us into a Hydrogen fuel economy. I think all efforts should be focused on supporting that effort. GM has delivered hydrogen powered trucks to the military to test the tech. The first hydrogen fueling stations have opened in Washington, D.C. and other cities. That seems to be the real solution - as long as solar, wind, geothermal or nuclear power is used to crack water to make the hydrogen. It's a zero-pollutant energy!

Even if California tries to reduce its carbon emissions, its not really gonna help in the long run unless everybody gets on board, and that is highly unlikely.
