George Bush on the other is in no way shape or form as cunning or ruthless. He is a moron, and must be told what to do by the elder men in his cabinent...or must continuelly tell himself the same thing so as to believe it. Corrupt is not a word that would apply directly to him...he's just a hired pawn.

Unless by "corrupt" you are referring to the state of corporal decomposition, the answer is easily Bush. However there has been a tendancy for presidents to get successively worse and worse overall over the years. Don't doubt for a second the possibility of someone even WORSE following Bush at some point, especially since the underlying cause still festers.
And that cause is too much power in the executive branch. Lord Acton was right when he said "Power corrupts, and absolute power corrupts absolutely". Practically every president wants to be a "wartime president". Why? Because a state of war has been an historically successful means to justify grabbing more power. War is the health of tyranny.
The partisan voters who think that "their" president's expansion of powers is good for America are really short-sighted when they fail to consider how those same expanded powers are used once the "other" party's candidate gets into office.
Bush has had all major decision making (he is the "Decider" after all) handed over to him by congress, who have abdicated their constitutional duties to provide a check and balance against executive power (gridlock was precisely what the founders wanted). Why should the next president surrender all the new powers that the executive branch now has? It seems unlikely, none of the known crop of Democrats seem to have what it would take. More likely they would believe the power can be used for "good" (as would his constituants). And he too will become corrupted by the power. Like the Ring bearer.
To paraphrase Bush "It would be whole lot easier if this was a decidership, and I was the decider". Get it?

Clinton left office dirt poor in tons of debt. Lawyers defending the president from witch hunts are expensive. He's wealthy again because the greatest president this ERA has ever seen can for a lot of cash to give speeches.
Nixon wins the corruption contest....hands down. He was a brilliant political strategist that got caught with his pants down. I think George honestly belives what he's doing is good....it's just to bad he's not quite smart enough to be able to read the 4th amendment.

I wonder how many Democratic officials' phone lines were tapped under the NSA...
no mess if you don't have to break into the office
and Nixon didn't come up with the idea of presidential signing statements... at least he had a little more respect for constitutional law.
and I never heard about institutionalized torture under Nixon... or that it was open for debate

You can not limit this to only two......do you work for a polling company? That's how they get the answers they want, by loading the questions. Very nice. Between the two, I'd say they are about equal - but by no means the worst, probably not even in the top ten

That statement cannot be resolved because you said of the two corrupt presidents. George W. Bush is not corrupt and therefore cannot be included in your argument based on the way the questions is asked. Plus, only liberal democrats are corrupt. Not balls showing republicans who are willing to protect the citizens instead of receiveing hand jobs in the oval office.

Clinton was the greatest America ever had. And will be back in 2008 when his wife wins.
I was around when Nixon was in office and he was pretty bad. However Bush has him beat 10 fold. Bush could look back at what has happened in the past and make sure he covered those tracks so he would not be caught as easly. But we still know and he will never get back in office. Believe it or not they are trying to get Jeb Bush to run ..
