My first order of business? After appointing people to various cabinet positions, and my inauguration speech?
I think the first thing I would do is re-allocate spending so that less goes towards space exploration and welfare, and more towards law enforcement and education.
I would lock Congress and the Senate on Capitol Hill, order pizza, and tell everyone they can't leave until they forget partisanship and find a solution for the crises in medical insurance. I would hire a think tank to work with them, including a couple Supreme Court members, as well as doctors and lawyers.
There's more, but you only asked for the first thing. Of course the situation in Iraq would deserve my attention, but after hearing what the Iraqi government has to say about what's going on there, I would listen to them. They want us out...but not right now.

Withdraw all overseas US troops unless they're part of a NATO or UN force
Remove all influence of institutionalised religion from government, other than personal worshipers
Disband all unelected quangos that make decisions without the votes of the population
Make a law saying no member of government (including the judiciary) may have any interest in business - their governmental wage must be enough to support them. If necessary increase their wages/
Raise taxes on all inefficient and over-large vehicles (such as SUVs) to 300% its current rate - unless it is for agricultural use
Introduce an amendment saying that it is no longer legal to own a gun (unless you're in the police) - other than a shotgun (so those who actually are generally interested in hunting can still do so), exactly how it is in the UK. Anyone caught having one will receive a very harsh punishment, regardless of any other crime.

First thing would be to do away with the electoral college and return the vote to the voting public by way of popular vote for the office of President.
Second thing I would do is to abandon the current 'Golden Parachute' subsidization of elected and appointed offices in the Federal Government and submit to the voters a national referendum for determining appropriate salary levels for those offices and make those incomes subject to both income, social security and Medicare withholding.
I would then address the citizens (stock holders over the age of 21 with naturalized citizenship) as the leader (corporate President) of their elected governing body and ask for a referendum to create a list of the 10 top most important issues along with a majority determination of how to best resolve those issues as perceived by the voters (stock holders).
I would then put that list to a popular vote to determine both the agenda ranking as well as the means of resolving those issues as perceived by that majority popular vote and develop management criteria for resolving those issues.
...and the list could go on and on and on but you get the general idea and that is to return the management and accountability of this countrys actions to the people. Personally, I'm tired of hearing the general population complain about how screwed up we are so my solution is to let the people decide how they want their 'investments' managed and when those decisions turn out to be wrong then accountability is ours and not subject to the 'blame game'.

Create a manditory nationwide verifiable proof positive check & balence voting/polling system hi-tech that this country has never had.Reinstate majority rule & control a true democracy!Change the function of every branch of representative government to civil service subjected to immedaite dismissal under a code of conduct! I would immediately attempt a meeting between the Pentagon and the congress, not as an official inquiry but to attempt to clarify the status of our overseas deployments in Afghanistan and Iraq. I would state that my administration will not be making excessive and likely illegal use of presidental edicts to weaken the congressional authority and place troops into conflicts without following the constitutional laws. I'd ask for them not to come to an agreement per se, but rather a full understanding of the events, and then place the responsibility of determining funding and projected timelines for deployment back into the hands of those being paid to make those decisions. I'd push heavily though that I want the National Guard back in the country as soon as reasonably possible defending our nation, and not policing another.
Immediately after, I'd get to work starting to rebuild an American diplomatic presence on the world scene; after six years of isolationist imperialism I know it's an incredibly sore point. I'd start by getting back onto payments for the years of back dues we owe the UN. I'd formally apologize for attacks on the intention of other countries from the prior administration, and would build a new diplomatic team to head those efforts...a bipartisan team of experienced diplomats rather than personal friends with little experience in the field.
My third focus then would be on building a intelligible homeland defense act. I'd ask a new law be written for homeland defense that states funds must be spent on actual defense rather than left to random choice politicians to decide. I'd call for another quorum of police officers to meet with congress to state what they feel is needed. I'd also ask them to start coordinated training at times with the National Guard and FEMA, so all three agencies will be able to work together during a crisis.
That would be my plan; it's all really one order of business to me. That is, repairing the damage that's come from not being clear on what the "war on terror" means.

I would put the hammer... and I mean PUT the HAMMER on Muslim terrorism.... and all people and all countries who support Muslim terrorism.
I would close the USA-Mexico border and start deporting all illegal aliens and their children....
I would take out the corrupt government of Mexico so the Mexican people could form a decent government and develop their natural resources.... to make Mexico a decent place to live and raise their families..... I would encourage Mexicans to consider limiting the # of children they have, so they can offer a higher standard of living to the ones they do have.
Next, I would limit the amount of RED chinese communist goods that could be imported into the USA.
Then, I would order that all children, 12 and older, who are capable..... be taught respect for firearms and proficiency with firearms...
the 2nd Amendment would be of utmost importance.... it is the Amendment that protects The Constitution and The Bill of Rights of The United States of America.
Child molestors would receive very long prison terms... if a president could influence that issue.
I would educate Americans that Islam is not a religion, but that it is an ideology like communism..... along with the reasons why that is the case.... since I haven't seen anything that would persuade me to think Islam is a religion, let alone a religion of peace....

work at finding an alternative energy source.or at producing electricty while doing every day things like opening doors or walking.
clean up new orleans
enforce tougher laws on drug abuse
cut down taxes
gradually get rid of welfare and create programs for those who are jobless that teach them skills needed in the job market. such as computer skills, basic business letter writing, basic algebra 2 math,
help those getting out of jail to adjust to life while still keeping tabs on them.
focus on education with a huge focus on the math and science aspects so as not to be left behind by the rest of the world. however not forgetting writing. making sure basic grammar concepts are being taught.
get rid of state tests and create a program that insures each school is teaching the material so that each understands the basics so as to be able to go on to harder concepts.
regulate gas and oil prices
work on fixing downtown areas not as government projects butas projects for the people by the people.

I would meet with my cabinet to get a firm grasp on what is going on in every governmental department. I would meet with former Presidents George Bush, George W. Bush and Bill Clinton to get a grasp on the position of President. I would meet with the leaders of the Congress and all Government agencies to see how we could make our government more efficient and effective.

logically, start on a resolution to leave iraq. Secure the borders of iraq to deter/stop foreign nationals to enter and/or smuggle weapons into Iraq. Have the UN assist in peace keeping/border security of Iraq while raising the number of Iraqi Army/Police/Security. Intergrate them into the Border Security objective and peace keeping. If Iraq is not secure from foreign nationals smuggling and entering Iraq, there can not be a resolution to a more prosperous self reliable Iraqi government.
Same deal here in the US, tighter more stricter security of both the south/north borders and shorelines as to deter/stop illegal entry/drug smuggling/possible terrorists. Initiate a plan that would round up illegals with a criminal record and deport them, while those who do work and contribute would get amnesty assistance. Police corporations/employers as to make sure that they are not paying under the table to avoid taxation and are not paying below minimum wage. There is no gas shortage so look into a plan to lower gas prices, while looking at fuel alternatives to maybe one day not be dependant on oil/foreign oil.
Stop aiding and supporting Israel and be active as to take a neutral position in with the UN in the palestine/israel conflict, none of these terrorists will be supported. Actually look for Osama Bin Laden if he indeed is still alive.

Logically? Aside from getting about appointing cabinet members, there isn't much for a president TO do, unless there's already pending legislation close to resolution. He (or She, in our hypothetical scenario) can offer and propose all the legislation and changes they want- nothing happens until Congress moves on it.
