depends on the situation, they best way i have found to shut someone up is to tell them the truth about them. they will either want to fight or just shut up. but then again I am one that will say what I think and don't really care what is thought of it.

Stare at the person really really really long...try not to blink at all and look really really stoned. Let that idiot rant on and on and on until he/she's exhausted....you pause for a few seconds and let that awkward silence sink in...then you tell that person, 'What were you saying earlier? I didn't quite catch it. Could you repeat again?"
