its pretty simple. he or she (though there havent been any female prime ministers yet) has to be a member of the diet and it selected by the two houses of the diet.
but the way it basically works is that the ruling political party or coalition of party chooses the prime minister before hand. basically the election in the diet is a forgone conclusion.
