The federal government has used this tactic for many years. Look at the DOT and speed limits. Cutting off highway funding and putting people at risk of failing roadways because the state won't comply with federal wishes?

via definition, it can't violate federal or state rules, using fact it is wisely enacted federal regulation. And the belief of Congress getting states to do issues via withholding investment has been typical as valid for over a century. Congress can't order a state legislature to bypass a regulation. yet Congress has finished administration over the place federal money gets spent. So, if Congress desires to blackmail states like this, it is criminal. And there various issues that count variety as standard violations of human rights. Having a relentless scheme for issuing state and federal identity playing cards is infrequently on of them.

Real ID Act is enforced on states that do not want it. The government is bent on implementing it even but cutting funds in order to curb terrorism. It is a valid exercise of police power of the state.
