It is not racist. It is referring to black people constantly playing the race card. If they didn't get the service they thought they should get, it must be because they are black. It is saying there may be another reason that you didn't get what you expected besides that you are black. It is speaking out against the political correctness problem we have in this country. Many of the other answers to this question are a good example. Don't just assume it is racist because it has the word black in it.

It goes back to the old Denny's incident where Denny's was sued by a group of African Americans claiming discrimination. The bumper sticker is implying that Denny's hates them because they dont leave tips when they dine there.

Perhaps because the restuarant Denny's got a lot of bad publicity as being discriminatory toward blacks. I suppose they are saying the wait staff give poor service to bad tippers. And perhaps it is racist in categorizing blacks as just that.

I have heard this before, as with stereotypes, one assumes everyone is the same. Some people perceive blacks as poor tippers in resturants and other service providers. A perception true or not.
