In Neil's case the answer is sadly yes. Poor Neil is the dimmest star in the Bush geneology. His middle name is Mallon but it really should be Mellon. Anything this guy touches turns to ashes. Silverado S & L. and Sharon Smith come to mind. But he was sharp enough to escape insider trading chages in the Kopin Stock scandal probably the same way he benefited from a government sponsered education program - by letting mommy and daddy hold his hand.

Hi,,,,, when i was in the Army ,, during some training,, ,the hookers would come down the walk way of the hotel and knock on each door ,,, offering services.......and this was Georgia,,
