PM has more power since the President's a lame duck right now especially this coming November when the democrats are going to take over the Congress.

It would all depend on the situation. Either at some point would have more "power" than the other. It would also depend on which Country you are a citizen in as to whether or not decisions made would effect you as a citizen. Hope this helps,,
