Yes you can take your portable dvd on, as far as the US rules for TSA.

Yes you can, but the Captain tells the flight attendant to tell you (in the boarding announcement) to not use it or any other electronic devices until the aircraft gets to 10,000 feet.
At that time the Seatbelt signs may turn off, because it is safe to move around the aircraft (if no turbulence) and also safe to use your items because it wont mess with the pilots controls. Taxi, Take-off and Landing are crutial parts of the flight.
