It's normal, fish always come 2 the top when they lack from oxygen. U should B haP that u never 4get 2 give ur fish a nice environment. GuPs gather around in the middle of the tank when they C u coming, or sxomebody who always feed 'em coming. They swim excitingly like if they R cherrleading in front of u. So when u drop the food, fish always swim back 2 catch the food rather than going up 2 the top & jump 4 the food.
U said ur gP raerely come 2 the top, so that doesn't mean it never comes 2 the top. It's normal 4 fish 2 do that. 'Coz no 1 likes coming up & put their mouth into the air when they can just breath in water. It's tiring 4 the fish.
U have 2 know that guPs loving catching dropping stuff, the 1sxt thing they learn on earth is catching cut dropping food.

Typically when a fish does not want to eat it is sick. Either that or you are feeding it too much. A fishes stomach is only the size of its eye and although it is easy to over feed, it is one of the worst mistakes you can make! Only feed it a few flakes. Watch your fish closely for white dots (Ich, a disease best treated with medication. Rid-Ich has been most effective for me) and any other odd behavior. I would also recommend a water change. When all else fails, resort to a water change (25-40%) it can save your fish.

Guppies are very susceptible to water impurities, do a water change of 30% today and in three days time with bottled spring water. Check to make sure that your heater is working properly and add some salt for freshwater aquariums. You could also feed them the meat from a thawed pea in case it is swim bladder disease.

It means that it is shy or it just doesn't want to come up. Are you feeding it the right food? Is the tank clean? Is it brand new?Maybe it wants to die?Has it ever eaten fish food?I guess it is shy so maybe you could just put food then go out and look after an hour or so.:)

If he seems fine otherwise I wouldn't worry about it. Does he eat when the food falls down to the bottom? That's what mine always did and everything was fine!

I wouldn't worry about it. If your concerned buy some sinking pellet food. Eventually if hungry they will feed regardless.
