Of course not. Palpatine was intelligent and made decisions by himself. Bush is just an idiot Republicans could sell to the masses. We could probably only blame Bush for being a patsy. Blair is not all that smart either. If Cheney were president, then you might be on to something.

Overall I don't think so, but there is a good chance that Lucas put in a few lines here and there to reference the "war on terror" and other stuff. It's easy to get carried away though; try hard enough and you can make anything be an analogy of anything.
