It is one thing to be sexy or act flirtatious, it is a totally different thing to engage in sex with minors.
Eg; Just because your sister or girlfriend dresses sexily or alluringly, does not mean she is loose or asking for all-comers.
Women, even young ones (girls) have every right to look good, dress in whatever way they choose, so long as they are comfortable in it. The same applies to young men.
This does not mean, you can go and abuse them or force your sexual urges on them.
As for 18 years or 16 years (in some countries), there has to be a cut off line for consent, because inevitably almost everyone wants to have sex. At what age or when, is dependent on culture, upbringing, religion and one's own freedom to do things.
Finally, I do not like the term you used, 'harass sex offenders'. Sex Offenders must be harassed, shamed and reminded of the pain and evil they inflicted on others, so that the urge to re-offend is minimised and when it isn't, people around them can be aware of it.
I look at girls, admittedly some are young, but I do not go and touch them or do anything at all. They are comfortable showing, I am comfortable looking and that's all.

Money is king. They promote the images of 18 year old girls because they were paid to, and since the girls are 18 its legal for them to.
When they discuss sex offenders, they're morals and principles are displayed.
Are they going against they're own morals by printing those images? Yes. But thats the power of money. It's sadly one of the most powerfull forces on earth (if not THE most powerfull).

18 y/o people are of legal age. Younger people are not. The Sun is not alone in its disgust with pedophiles, because mature people are expected to to control their sexual urges, and pedophiles choose not to do so at the expense of children. There's nothing wrong with a child wanting to emulate adults, that sort of thing happens all the time. But there is something very wrong with adults treating children as if they were mature sex objects.

It's a complex question. I think that we should view pedophilia as a sickness, and try to treat/understand it. We also need to come up w/ a better definition of pedophilia. It needs to allow for all sorts of differences in people--e.g., some 14-year old girls may be pretty developed.....ripe and ready. Remember, that not too long ago our ancestors were marrying and doing sex when they were in their early teens. In Thailand, there are girls that have sex at age 12........it's different strokes for different folks.

Because our society is sick. Like a cancer nobody seems to be able to cure. I'm sure they know it's wrong but the almighty buck rears it's ugly head and the media uses these images to sell their wares
