Yes, both. It's also a long flat spreader used to ice cakes with. I thnk the key word for all of these is "flat." Something on the tool has to be flat to be a spatula.

The first is a metal or plastic spatula/pancake turner.

The second is a rubber spatula.

a spatula is a broad (1" - 2") flat blade like a squared-off knife. The burger flipper is a "pancake turner", and rubbery thing is a "scraper"

We call the "flipper thing" a turner (or pancake turner) and the brownie batter thing is a rubber spatula. but that may just be ay my house!!!
