The government already has a document telling them what they can and cannot do. It's called the constitution. The problem is that it's directives has been ignored. The founders envisioned a government that is limited in scope but during the 20th century it was repeatedly circumvented by seeing what is not there (IE. abortion rights) Or ignoring what is there (provisions on taxation) About the only thing we can tell them in Washington is follow the constitution.
