It will reach the last number that called you. For instance, if your phone rang, but the caller hung up before you spoke to them, dial *69 to hear a recording of the number of your last caller, with the option to dial that number.

On my service, *69 is a call back shortcut...dials the number that just called you.

It doesn't do anything...*69 is used on landlines to get the last number who called. *67 might be what you are thinking of, it blocks your own number from the number you are calling's caller ID.
