whats the real meaning of these lyrics from roger water: " the lord said peter i can see ur house from here"

these sentence is based from "it's a miracle " from roger waters album( Amused to death)

Peter's "house" is traditionally the church...Jesus said that Peter would be the rock upon which he would build his church.

Not sure what that would mean in the song, though.
