I don't know the number but I do know that in CA, in order to take a pair of scissors to someone's head you have to go to school for a year and take a very intensive test (many of whom don't pass the first time around)...but to be a cop and carry a gun, graduate a 5 mo academy and wala!!! You're out on the street.

Okay, yeah the cops have to go through in-department training too but cmon..we're talking haircuts to shooting people..
