Liberal refers to someone who feels that personal liberties are the highest ideal of government, and that the government should spend more time (and money) protecting and supporting its citizens than anything else.
Elitist is generally used in an insulting fashion to indicate someone who is isolated, and considers themself superior to others.
A lot of people who oppose the liberal agenda, and who have different priorities, use the insult as a means of avoiding having to address the relevant issues on the merits.
