I think the first step to fix some of these problems is to fix the degrading requirement of our society for people to have personal responsibility. It has become "who will fix this for me" instead of "how can I fix this for myself", a perfect example of this is the failure of the welfare system, that when it began in the late 30's to stop the bleeding of the Great depression, was designed to be temporary system for those on it, becasue as the country came out of the depression new jobs were created and an individual was exspected to get a job and get off of welfare. Since then the system has failed to address the problem that, is makes too much sense for someone to just stay on welfare and provides little to no assistance to get off of it. The welfare system is a drug dealer that deals in money as the drug.
Ask yourself this question, If someone gives you something what would motivate you to work to gain the same thing.
The answer is: personal responsibilty and an individual's self motivation to not have to rely on someone else to help them, unless they absolutely can not help themselves.
Now this is not an attack on those who truely need help, but at the same time with the system the way it is now we will never know who those people truly are because there is no motivation for those who can get on the road to getting off of welfare to do so, unless their own pride sais, "I'm going to help myself no matter how hard it is!"
