No, not even close. He hasn't killed anyone or ordered minorities to be killed. He doesn't have a paramilitary group that terrorizes innocent citizens.

I'd wish people would stop making Bush out to be a terrorist. The death toll in Iraq is about 3,000 (not to make light of it at all); however, the death toll in Vietnam was worse; there were 3,000 coming home almost every week and even moreso in the American Civil War.

He is just as much a terrorist as J.F.K, Lyndon Johnson, and Richard Nixon.
