At this time of year they have been kicked out of the nest by the queen and have nothing better to do than get on our nerves. They like your bin because its warm and damp. It also attracts flies and the one good thing wasps do is hunt flies.
I doubt if you want to put poison on your compost, and smoke would drive them out but you'd have to be quite close; I'd make wasp traps and get rid of them that way.
The old fashioned method is to eat a jar of jam and use a 6" nail to punch holes through the lid; bang the holes in from the top of the lid. When you turn it over you'll see sharp metal spikes poking out underneath. Add some water to the jam left in the jar, screw on the lid and leave it to it. For some reason the wasps can get in, but the spikes stop them crawling out again so they drown.

Not building a nest, more like already BUILT a nest. They love warm dark places such as compost bins or manure heaps. Go out at dusk and give it a blast with one of those packs of wasp killing dust you can get at most DIY stores or garden centres. Never try this in the daytime .

i'd be out with a lot of clothes and a kill wasp spray or set up some jam jar traps to get rid of them.
Keep an eye on it if alot seem to be going in and out it could be a nest .pour some boiling hot water over the compost and run .

I'd say a nest. Wasps generally don't have a weight problem. It's all about the "window of opportunity".

be carefull, unless you have fruit peelings etc laying about, then i expect they will be looking to build a nest, try and see where they are going in and out, then get some wasp nest spray, you can hold it from a few feet away to spray the area, leave it overnight then try and dig it out, being carefull no wasps remain,if they do,then run like hell :) ,,,good luck
