Sure he did. While he was tempting Jesus, for example.
"5Then the devil taketh him up into the holy city, and setteth him on a pinnacle of the temple,
6And saith unto him, If thou be the Son of God, cast thyself down: for it is written, 'He shall give his angels charge concerning thee: and in their hands they shall bear thee up, lest at any time thou dash thy foot against a stone.' (That's from Psalm 91:11-12.)
7Jesus said unto him, It is written again, 'Thou shalt not tempt the Lord thy God.'" (That's from Deuteronomy 6:16.)

Who can keep up with Satan? He's a busy little devil and he does a lot. Harvesting souls, spreading mayhem, lunch at Appleby's, stoking the eternal fire, planting devious thoughts, getting Nicholas Cage starring roles, directing demons, battling angels, and making sure the Yankees are able to find trading partners. Being Satan is a 24-7-365 job. But he does manage to find some recreation so it wouldn't surprise me if he quoted scripture to Jesus.

Since Satan and Jesus are both mythological characters, those who write about them can have them do anything. If there hasn't yet been a story written about either of them, you can bet there will be at some time because these characters are readily recognized today, as the representations of good and evil.
Most of the stories we have concerning Biblical characters come to us from Medieval times. It would be an interesting study to examine the reasons for this, don't you think? Another fascinating study would be to look at just how the persona's of these characters were created, by who and for what purpose.

of course
Satan knows scripture better than we do.
Are you wanting to know when and where?
I know during Jesus' time of temptation, Satan quoted scripture and tried to have Jesus throw himself down off the mountain and Jesus said "it is also written that you would not tempt (test) God."

In ancient Jewish tradition Satan is simply an angel doing the work that God assigned to Satan to do.
The word Satan means challenger. With the idea of Satan challenging us, or tempting if you will. This description sees Satan as the angel who is the embodiment of man's challenges. This idea of Satan works closely with God as an integral part of God plan for us. His job is to make choosing good over evil enough of a challenge so that it becomes clear to us that there can be only one meaningful or logical choice.
Contrast this to Christianity, which sees Satan as God's opponent. In Jewish thought, the idea that there exists anything capable of setting itself up as God's opponent would be considered polytheistic or setting up the devil to be an equally powerful polarity to god or a demigod.
Oddly, proof for The Christian satan/devil mythology is supposedly found in the ancient Jewish texts that were borrowed to create the bible. One can’t help but wonder how Christians came up with such a fantastically different interpretation of Gods assistant Satan in their theology.
Other hints about Satan’s role in human relations can be seen if you look at the name Lucifer. It meaning in the original tongue translates as Light bearer or light bringer. Essentially the bringer of enlightenment. The temptations of the Satan idea bring all of us eventually into Gods light. Hardly the Evil entity of Christian mythology.

Yes. Criminals know the law just as well as Lawyers and Judges. So why wouldn't Satan know the scriptures.

Yes he did. And you can believe that he knows the scripture better than any person that ever lived. He knows just how to tempt each one of us in a way to keep us from heaven if we allow him to. Yes, he knows the scripture very well.

He misquoted scripture to Jesus... the theory is that he does the same to us, twisting the truth just enough to make it believable, sound familiar, seem easy enough (or easier than God's truth) but is inaccurate enough to get us into trouble.

Yes, but incorrectly. His quote was inaccurate.
I know the Bible well. I used to be a Christian.
There is no god, my friend. We evolved. Treat the bible as an interesting historical text with important allegories and life lessons. Don't take it literally.
