I thought they all had extradition.

Expedite means to hurry, I assume you mean extradite?

They all seem to be in a hurry these days,

but I assume you meant extridiction. They can from all of the states but you do have a right for a hearing to be sure that all the paper work is proper.

Now the department that wants you does not have to bring you back unless they want to, if you are arrested to far away they may merely not take you this time but wait for you to be arrested agin closer to the area where the warrant is for.

Do you mean "non-extradition" states, where someone cannot be extradited to another state?

Because Article IV Section 2 of the Constitution requires extradition from any state:

"A person charged in any state with treason, felony, or other crime, who shall flee from justice, and be found in another state, shall on demand of the executive authority of the state from which he fled, be delivered up, to be removed to the state having jurisdiction of the crime."
