The answer to your question is in a word you used in the question; namely the term "election". With no impending election Bush has no need to elicit fear in the American people, who as a result of that fear, will be forced to elect him and his black and white politics, over a more contemplative man who sees the value in restraint.

Sadly, now with so many people viewing the terror alert system with suspicion, when the government really does have to warn the public about a real potential terrorist attack, no one will take them seriously. Its like the Boy Who Cried Wolf.

My BS detector went off after I reported Cheney blathering about terrorists, and each and every of the fuzzy staffers fanned out and repeated a similar buzzwords and catchphrases. I reported the mendacity and deceit actual from the starting up of the marketing campaign, and fully envisioned them to improve fears among the electorate, by using elevating that stupid probability element. And convinced, the Repugnicons are nonetheless utilising a similar approaches with health reform, by using scaring those with Hitler comparisons, "lack of existence panels," etc. Any party that hotels to those approaches does no longer should run a united states of america. Bush lied continuously - and it is not easy to believe that there are those who're nonetheless keen to believe the crap that comes out of the administration. One nonetheless has to settle for that even with the very incontrovertible certainty that Bush/Cheney are lengthy gone, there are nonetheless lots of the heavy-hitters interior the GOP ability structure, meaning there is only going to be more effective of a similar. by using definition, "Conservative" ability to avert replace. How each and every person might want to assume any enormous difference with yet another Repugnicon regime is thoroughly previous me. The GOP has gotten away with faking certainty for years, yet interior the finest 9 years they have taken it to an entire new element. A Canadian best Minister once suggested, "there is not any whore like an old whore." He changed into talking about Liberals on the time, however it applies interior the U. S. to lots of the occupation Republican politicians. i might want to go on and on about Republican manipulation, yet i imagine you get the overall theory.

There hasn't been any need for it. For awhile, they were raising it if someone exhaled wrong! It was being abused and should only be used when it's necessary. When they feel there is really a threat to our country (or particular city) they'll let us know. :) ~Kendra Leigh

Dunno. Maybe we haven't had serious threats - the terrorists are all busy in Iraq. I know that people were getting annoyed with it changing all the time.

Actually, I think the color-coded alerts are most important for poilce and other government/safety workers. Instead of saying "you have to do x, y, z, ect.," they can just say "code yellow" and the workers already know what detailed steps are included in that.
