it means that the facility that is flying the flag upside down is in deep doo doo. It is used as a distress call and a last resort. There is a good movie called the last castle that actually uses this situation in it, watch it it is a great movie.

If you hold it? it means you are not paying attention!
If you "fly" the flag like that is was originally supposed to be a distress signal. (Ever see that episode of "Black Sheep Squadron" when 'Sulu' (George Takei) and a Japanese commando force raid the island and take it over so that they can kill MacArthur when he comes to visit? They want it to look totally normal, and so they force the Americans to go about their normal 'military routine'...a couple of guys go to hang the flag. They try to put it upside-down, but that Sulu-he was smart. He saw that and knew what it meant. He forced them to do it right...)
It has also occasionally been used as a sign of protest (ie, "something is wrong" with the USA).

it means the base is lost if set on the flap pole. I think it would mean loss of hope if held. In any way the flag does not mean what it use to now, liberals will say it was probably made in china so it don't matter

Disrespect of the flag. If it is flown upside down then that means there is some kind of trouble where it is being flown.
