You can ride horses in Elder Scrolls IV: Oblivion for Xbox 360. I usually just find them useful for quickly getting to the top of a mountain, but you could ride them all over unless you get pinned by monsters and the terrain. You can also get the Horse armor download for this game if you want your horse to have a better chance of surviving encounters.

Try World of Warcraft.. It's on PC but it rules. Only 50 dollars for the CD, and 15 dollars a month. Best RPG game on the web. You get horses, but not just that. Also frostsabers, mechanostriders, felsteeds, and many, many more.

the later versions of Dynasty Warriors on PS2 let you ride horses and elephants into battle.
If you really just want to saddle up, try Barbie Horse Adventure on PS2. I bought it for my daughter, but my boys and my wife love it too. hell I even get a kick out of it.
