USB ports have a limited amount of energy available to them and everything you plug in can take part of that. Buy a powered hub - not an unpowered hub - and both should work.

i think that the speed of your USB webcam is not match on the speed of the USB port of your CPU and that is the problem.. try to see the speed of the USB webcam and try to compare it to the USB port speed of the CPU and if the comparison is not the same then that is your problem.. or some other problem is that maybe the USB webcam is factory defected and try to run it into the other Comp.

Could be an IRQ conflict. Go into Device Manager and check the IRQ settings for the two items. You may be able to change it on there.
