it telling me to check my administrator for configuration. what should i do. every other system in my office dont have this problem

To install, share or uninstall software, you have to have local admin rights over the box you are installing the software. It can be done from Control Panel-->Administrative toos-->computer management-->Groups-->Administrators. Open it and add ur login id to the group. For this you first need to login as a local admin.

Maybe you have downloaded it but it cannot connect ot the Internet. If you have a firewall, that might prevent it from sending or receiving data to/from the Internet. You should ask the person who is in charge of the computers in your office.

Before you downloaded the new messenger did you first delete the old version, saving you're ignore list first or you will have to re ignore everyone.

go to your administrator, is it possible?

because maybe you as a user don't have the right to install programs in your comupter.
Have you ever installed a program in your computer?
