That's a reference to a country hick that lives out in the serious rurals. Theres many jokes that refer to them.
Living in Oklahoma where the red necks live we hear all kinds jokes. If your mother drinks ice tea out of a quart jar, your a redneck If the porch colaspes and kills 3 dogs your a redneck
the list is endless. To be a redneck you need an old pickup, at least 2 dogs weighing over 50 lbs. Know how to haul hay and herd cattle.

in Ireland we call culchies. red necks. Culchies are Irish persons who were born outside the Dublin area. when they get to the time to work their parents would give them a smack on the back of their necks and say "get up to Dublin and get a job". Hence the term Red Neck. nowadays because of political correctness we call them NFD's which stands for Not From Dublin

Rednecks are cool! It's basically a country person that enjoys the simple things in life...i.e. Nascar, beer, barbeque. And they talk funny! It's great!

I first saw this term in the tv series "High School Reunion". I also didn't know what it means but now, reading through the answers, it might be what we call in Tagalog, "probinsyano/probinsyana", or people who lived in far-flung rural areas or provinces.
