I prefer to use Dreamweaver also. It doesn't matter if you have a knowledge of HTML or CSS coding, and I always appreciate code hints, and the feature to automatically close html tags. Expensive, but well worth it!

softwares are just tools..
macromedia dreamweaver is most popular at present.. since it's integrated with macromedia flash and fireworks..
the most easies is frontpage i guess but not quite powerful..
actually there's also many others such as namo web editor, etc..
