A Turbo is always working, The only time it is not working is when the car is off and engine not running, at low RPM's you should not really feel it working, it is a t higher R's that it starts to work. When you are at a stop light and punch it when it turns green, it should take a second for the Turbo to spool up, it is the Hot exhaust gases on the way out to your tail pipe that turn the Compressor wheel forcing air into your engine.

Turbo only engages when a certain RPM is reached.
