I believe that you should be married before you have sex. And when I say married I don't mean the little piece of paper saying that you love someone. I mean the marriage that takes place in each others hearts. And at whatever age that takes place it does not matter. But at least learn about using a condom I have so many friends who get pregnant because there idiot boyfriend does not know how to put it on properly, so do your research.
