You can go to a site called publicdata.com and they will give you a free search to see if his name comes up as a match. The only problem, if you have a match, you will have to pay to get the info.

I don't know anything free, unless you feel like searching the yellow books for the whole county, and you would still have to know your cousin's name.... I would say the easiest way to find him would be to hire detective.
