and Bush twitches b/c of all the drugs and alcohol he took (and might still be on) - killed what little brain cells he had

Well, I can answer about George Bush. It is suspected that he has ADHD - tics are one symptom of that. Also factor in his sense of entitlement (arrogance), impulsiveness, past alcoholism, and his inability to speak fluently and you have a pretty good case for it.

Realistically, they're probably just nervous mannerisms they've always had when speaking in public.
I'm sure plenty of Dems have them too...
