i remember this happening to me around 8-9 years ago. Power and electricity went out for a week during winter. I had other ppl around though, so what we did was play those old board games that were accumulating dust in the closet. It was more fun than I thought it would be. We also played cards and ate smores from the fireplace.
If it's summer, go outside if u haven't done that recently. Or if it's a curfew, then you can always cook, read a book, exercise, draw art or even comic books, take artistic photography, or play music (my personal favorite). There's plenty of things u can do without a TV, computer of phone! You just need to work your imagination.
Cheers

pour out the entire box of lucky charms cereal.separate the marshmellows into rows of 10 and count that.then count the rest of the pieces and add the total silently in your mind.if the total amount is an odd number, figure out how to make it even;)maybe there was an error.recount while shooting the cereal pieces into a bowl.if you miss, sorry, must re-count.when you finish that, read the content on the cereal box and pretend to be shocked at the nutritional value*gasp*put the pieces back into the cereal bag as if nothing happened.that should occupy your time until further notice:) if you don't have lucky charms, you can always read a book or use it as a pillowrest for a 15hr catnap lol

Read a book, but im not into reading books at all..i guess i wouldnt have a choice to then.
Build something like a shelf or do some crafts.
Find new things to cook
Most likely id be cleaning out more though..i can keep busy without online and tv...been there done that.

facial ect.
