Perhaps you mean at what "Latitude" are you more likely to find Elk than Deer? Deer and elk are both primarily denizens of Flatlands and Deer are more likely to be found in the Temperate Zones (like southern canada and most of the US) Elk on the other hand are more likely to be found in the Northern Climates were it is colder (Sometimes they are spoted into Parts of Northern US) Deer however can never spontaneously "turn into Elk" (or vice versa) as has been already mentioned.

If you could turn a deer in to an Elk at any altitude I would be impressed.

My answer is correct and stated as follows:
Deer DO turn into elk. I saw it while hiking in Alberta. Somewhere around 12,500 feet elevation..something remarkable happens. The deer actually morph into an elk. Elk can also morph back into deer when approaching lesser elevations.
