You can have hormone fluctuations other times of the month besides when you are PMSing. Some women get those symptoms when they ovulate.
You are not bipolar from what you are describing. The best thing you can do for yourself is drink lots of water (always), take your vitamins and eat good whole foods rather than packaged prepared processed foods. Exercise helps the mood swings too. If it gets really unbearable, go to your local health food or vitamin store and there are a ton of herbal treatments for your symptoms.

Boy there are lots of great answers and advise to your question. One of several differentiating questions for bipolar would be: When you moods fluctuate are your feelings in response to anything happening or do they have a life of their own?
The next time you notice a dramatic shift in how you feel, can you readily identify a cause, regardless if someone says you are over reacting. Do you know who or what hurt your feelings, made you mad, yelled at you, reminded you of past failures, etc. Or, do you have no idea why you are feeling like this, because there is nothing going on outside of you, in your life, that is triggering an emotional response.
With mood swings, depression, even anger you can see a correlation with your feelings and an event. With bipolar, your feelings cycle without regard to external events.
If you are asking, then your mood swings concern you. See a professional for an evaluation. If that is out of the question, I agree with another answer, go to webmd.com and take some of their tests. Just doing something is empowering.

Bipolar is generally far more severe. We're talking fine one minute, screaming the next. Once a month is actually pretty normal. There are plenty of things - diet, exercise, medications, sun exposure, menstrual cycle (all of it), how much water you drank that day, certain types of foods - that can affect your mood. It's likely there's just something that kicks your system a little out of whack once in a while and it works itself out quickly enough.
You sound pretty normal to me.

I don't think you are bipolar if this is all thats is happening. Bipolar is more than just negative mood swings. If this is a legit problem that can be diagnosed, it is probably just depression. Sometimes all you need is a good friend to talk to, but counseling and meds can help too if that is what you need.

You don't state your age, but that can be a contributing factor and how things are going in your life, if this seems like something that is affecting your life and day to day activities you really need to see a doctor, you can go see your regular doctor and he can refer you to someone tha makes diagnosis of these types of problems, but do not assume that bipolar disorder is an automatic thing, there are hundreds of other reasons for these types of symptoms, including, hormone implance, nutrition, and things you might never consider.

That sounds like depression
People with bipolar are usually manic at times
real happy, then real sad
They'll get inspirations when they're manic and do something like call people at 3 a.m. or max out their credit card
Then they become depressed and down

Doesn't sound like it. Talk to your doctor about your severe mood swings. If you are taking birth control that could be it. I was the same way all last year, but my body also changed last year and they tweaked my b.c. and now I am much better. I wouldn't jump to the conclusion of being bipolar. It sounds like hormones.

WebMD has simple questionnaires that you can fill out to determine if you need to see a doctor. I know they have on for Bipolar too. Check it out and see what the results are. It is just a guideline, but it can help you decide if a doctor's visit is needed.

no you are normal it happens bc of your peried. Trust me if you were bipolar you would do a lot more than cry and it would last more than one day. if you still have some concerns go to doctor.
