In The Ring # 1 not only did the female lead character run, she RAN BACK INTO the house, right back to where all the scary stuff was happening.

Killers are saving up their strength to move in for the kill and by then the victim is exhausted.

i don't know. i just realized that. it seems like that happens in every movie. i think the reason is because the killers know where they are going to go so they don't need to run. but the victims will get lost and run out of breath before they can find a good place to hid which really isn't that good anyway after all.

Victims are always trying to preserve their lives. They believe that if they can get away from whatever is chasing them faster than the chances of survival increase. Killers walk and take their time because eventually their target will wear themselves out and there is always something, somewhere to trip and cause the victim to fall.

This convention is as old as the movies - check out the old silent versions of The Mummy, who might be the slowest creature in film, but always manages to capture his victim. Frankenstein moves fairly slowly, but never seems to lose his prey.
Originally, I believe that directors used this trick so that they didn't have to use very much different scenery. If they were running, they would travel farther, so you'd have to show them running past the same two trees over and over again.
Its called dramatic effect - if the victim could outrun his pursuer, it wouldn't be much of a story.

The killers are very smart. They know that the victim will always trip and fall, so why waste the energy running after them?

It makes them seem more creepy like making the victim think that he is only walking because that victim is going to die if the killer runs or not.

Well the killer walks toward the person that is running because, well, The villian wants to calm the victim because he wants to have the person an easy kill.

It seems more menacing that a killer doesn't have to chase after you, they can just walk and always find you no matter what. You will never be able to get away from them. So more for the scary factor.

Because the killers r relaxed. They know they'll get the victim and kill them no matter what, so they'r cool. Even if the victim gets in the plane or somethin', the plane wouldn't fly and the killer will smoothly walk into it and do their job. :D

Not only do they always run, but they always run up stairs, or to the end of a dead-end alley or someplace they can't escape from! Or when people are being chased on foot by a car, why do they always run RIGHT DOWN THE MIDDLE OF THE STREET? I guess it's just cause it's only the movies, right? If you think too much, you won't enjoy yourself.
