The day after the attack on Pearl Harbor, President Roosevelt authorized the interception of all communications traffic into and out of the United States. In addition to the wiretapping of communications, in February 1942 President Roosevelt issued Executive Order 9066, which ordered the removal of roughly 110,000 persons of Japanese descent, the overwhelming majority of which were American citizens, from the west coast to internment camps. Despite the lack of evidence to necessitate the need for the executive order, and despite the fact that these were mostly loyal, law-abiding citizens, the government viewed those with Japanese ancestry as potential spies.
