Here's a wacky, irreverant question, which I hope you all won't take too seriously, but consider this: Czar Nicholas II was disgusted with the stubbornly backward thinking of the Russian aristocracy. He figured that if these men were forced to be more modern, they would stop thinking like it was still the Middle Ages. So, he ordered them all clean shaven. (if they refused, he had guards pluck out their whiskers one by one until they relented)

Would this work for the unwashed, undereducated, bearded Taliban crew? Are they still thinking like it's 700 A.D. because they look the part?

But turn around and try to justify spending billions on another country's welfare? ( Iraq) Is this war really about helping the Iraqi people, and if so, why is it O.K to help them, but we need to cut our own social programs to free up the funds?

what things are dead giveaways that it's time to simplify?

is the land area too large? is the population too diverse? is the government too unwieldy? how might simplification take place?

i'm thinking along the lines of a county government, but you can take the argument up to the national level if you like.
