Could you help explain the meaning of 'next tier of winners' in this context?

I read this one: "Next week's top prize is an estimated £120m and if no-one picks the five winning numbers and two Lucky Stars in the draw, it will be shared among the next tier of winners."

What is the meaning of tier here?

In written or spoken english, which form is correct? Do you use the word "and" to separate the numbers or is it unacceptable? For instance, is one hundred and twenty-five correct or is it one hundred twenty-five?
