I saw in a map about turbulance but, I couldnt understand...is it very difficult to understand?

Earlier this summer I recieved a letter from the DMV saying I needed to get a smog check or send in proof that I've had one within the past two years. I didnt have the reciept for the smog check, and forgot about it over summer.
Last week I went online and printed out my vehicle test statement, that proved I had one in march of last year, and sent it to the DMV, requesting they send me my car's registration for this year ASAP. I still havent recieved it (I'm assuming it's en route), and so when I parked downtown today, I got a ticket for not having my sticker on my car. Is it possible for me to fight (AND WIN) this? If so, how and where do I begin??

I live in the UK and have a 4 year old car, can anyone recommend the best way of reducing corrosion under the car. I have heard getting it sprayed with oil or spraying on waxoyl can help, can I do these things myself or is a job for a garage?

many neighbors in my area have been hit by people stealing the gas from cars parked outside I rarely do this but I know some cars have anti syphoning screens or whatever I'd like to know what types of cars have these I have a 2000 buick century I know some people say older cars don't have these things but how old is old?

I haven't had a problem with the lights before. I had an accident and destroyed the back light, but after replacing the part and switching out the fuse, the lights worked for a few days. Now, the lights don't come on (including the clicking sound or the "hey your blinker is on" lamp on the display). I tried making sure all the wires were connected near the headlight, and after messing around with the connections for serveral minutes, the lights worked again. On and off -- no problem. Next time I came outside, the lights didn't work anymore. Now, no matter how much I make sure all the wires are connected, the lights don't come on. It's not the fuse, and I'm unsure whether the diode would have anything to do with this... Does anyone know what the problem might be? Or maybe you guys have a link to a troubling-shooting motorcycle site? Any input would help.
